This role is part of Advanced Concepts and Enterprise Engineering (ACE), supporting Blue Origin's mission of millions of people living and working in space for the benefit of Earth. The team fosters innovation and drives engineering workflows of the future, shared solutions and standards, simplicity and lower costs, and manufacturable design.

The Space Resources Program encompasses multiple projects; in this role, you will contribute across the portfolio, including the current Oasis-1 effort and future initiatives. We're dedicated to developing and demonstrating Prospecting and In Situ Resource Utilization (ISRU) technologies for the Moon, Mars, and beyond. In this hands-on role, you will work in a fully in-person capacity at our Luxembourg site. You will serve as a Project Coordinator, leading integrated planning, budget/schedule monitoring, and risk/issue/change monitoring; driving stakeholder communications, reviews, and configuration management; and owning program reporting and governance (Joint Control Boards, Program Management Reviews). You will operate as the extended local project manager in Luxembourg, in tight sync with the US-based Mission Manager and the US core team, and with stakeholders in Europe (customer and suppliers). You will coordinate concept of operations (ConOps) and define/maintain mission requirements and segment requirements; lead supplier coordination across satellite, dispenser, ground stations, and instruments; apply for frequency licenses with the FCC and ITU; witness acceptance for ground station services; write milestone reports; and plan and coordinate mission operations. You will contribute to the navigation plan, tracking plan, instrument module design, instrument calibration plan, environmental testing plan, field tests, mission operations planning and rehearsals, in-flight mission operations, and satellite-payload interface definition. You will collaborate closely with suppliers, Blue Origin LLC, internal stakeholders, and external partners to deliver an integrated program view and records that support mission decisions and community impact.

Conditions of employment: Offer and start are contingent upon contract award/funding and required internal approvals. If the contract is not awarded, the role may be paused or canceled.

Location and travel: Fully in-person role based at our Luxembourg site; the position begins in the US with relocation to Luxembourg within one year; periodic domestic and international travel expected; candidate must be willing and eligible to work internationally; weekly teleconferences with the Oasis-1 team in Los Angeles occur between 6:00–7:00 PM (Luxembourg time).

Responsibilities include but are not limited to:

  • Project management and governance
  • Integrated planning, budget/schedule monitoring, risk/issue/change tracking; stakeholder communications; reviews; configuration management; program reporting and governance.
  • Deliver integrated master schedule monthly updates; Joint Control Board charter and meeting minutes with change approval records; program risk register with mitigation plans; issue/action item log; configuration management plan and audits; monthly program status reports; milestone reports; integrated program view; funding profile and cost/schedule control system baseline tasks and outputs.
  • Mission coordination and interfaces
  • Schedule maintenance, interface tracking, and risk mitigation; operate in close sync with the US-based program manager and core team, and with European stakeholders (customer and suppliers); coordinate ConOps; define and maintain mission requirements document and segment requirements; lead supplier coordination (satellite, dispenser, ground, instruments).
  • Deliver mission coordination plan v1.0; interface management plan; supplier coordination meeting minutes and action logs; mission-level risk and opportunity register.
  • ConOps and mission requirements
  • Help deliver ConOps v1.0; operational scenarios and use cases; operations staffing and training requirements; nominal and contingency operations timelines; mission requirements document v1.0; mission requirements traceability matrix; mission success criteria document; performance budget allocation (mass, power, data, pointing).
  • Segment requirements definition
  • Track mechanical/electrical interfaces, separation, environments, safety requirements for dispenser; align with launch vehicle user's guide, environments, and satellite interfaces.
  • Deliver dispenser and satellite requirements documents to suppliers.
  • Supplier and development coordination
  • Coordinate satellite development (reviews, interface closure, budget control) and finalize plan for ICDs/testing/readiness; coordinate instrument, dispenser, and ground station development efforts; witness acceptance testing for ground station services.
  • Deliver mass/power/thermal budgets v2.0; satellite bus PDR package; satellite V&V plan v1.0; satellite integration and test plan v1.0; dispenser acceptance test report; dispenser flight readiness review package; as-built dispenser configuration.
  • Mission operations coordination
  • Coordinate flight operations, data acquisition, and anomaly response; manage daily and weekly planning and status updates; maintain contingency response playbooks.
  • Deliver mission operations daily logs; weekly mission status reports; telemetry and command history archives; anomaly investigation reports; end-of-mission data archive and lessons learned report.
  • Procedures, reviews, and configuration control
  • Coordinate work authorization after scope, budget, schedule, and risks are baselined; apply predefined variance thresholds and escalation procedures; track actions centrally with closure verified during reviews; support independent internal reviews.
  • Deliver compliance with entrance/exit criteria at milestones; action closure; artifacts/deliverables acceptance; configuration management discipline and audit-ready records.
  • Reporting cadence and customization
  • Weekly reporting of critical path, risks/issues, build/test burndown, defect trends; monthly cost/schedule performance, risk posture, reserve status, staffing, major change decisions; milestone entrance/exit criteria compliance; coordinate the project-specific management plan at project kickoff.
  • Deliver tailored lifecycle review inputs based on scope, complexity, and risk profile; ensure compliance with relevant aerospace, cyber, and export control standards.
  • Cross-functional collaboration and outreach
  • Serve as Oasis-1 contract focal point in the Blue Origin International SARL office; coordinate with partners, suppliers, and Blue Origin LLC; lead partnership efforts for Oasis campaign expansions.
  • Deliver interface agreements and supplier coordination artifacts; track collaboration and outreach activities.

Minimum qualifications:

  • M.S. or Ph.D. in physical science or engineering discipline (or equivalent practical experience).
  • 5+ years project management; supplier oversight; ITAR/EAR/export compliance; project execution.

Compensation range for CA applicants is $117,498.00-$164,497.20. Other site ranges may differ.
