Sr Proposal Manager
The Sr Proposal Manager reports to the Senior Director, Proposal Management and is responsible for coordinating key bid, proposal and capture activities in response to U.S. Government and commercial requests for proposals (RFP's). The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role.

Key Responsibilities:
- Responsibility for execution of the proposal process, development, production and delivery of winning proposals for new business.
- Supports the Senior Director in the Business Development/Capture/Proposal process as a subject matter expert.
- Will lead successful proposal efforts and provide support for positive process improvement specific to the Sierra Space Business Areas to tailor and scale proposal activities as appropriate in accordance with process.
As a Sr Proposal Manager, promoting greater success of program capture efforts through:
- Managing the Proposal Support and Capture Central to ensure sufficient resources are available for all proposal activities. Maintain proper accesses and security restrictions are in place according to program classification levels;
- Manages Proposal Coordinators, Graphics Artists/Designers, Consultants and Contractors directly supporting proposal activities.
- Exercising full responsibility and authority for complex proposals and bid preparation
- Analyze solicitations, identifying all requirements and criteria for evaluation
- Coordinating proposal efforts with capture management, program management, engineering, operations, contracts, finance, contractors, subcontractors and human resources; overseeing the proposal team; coordinating efforts to ensure all timelines are met
- Prepare, present, conduct and participate in reviews at all stages of the proposal to ensure that the proposal complies with the instructions, evaluation criteria and the SOW in the solicitation
- Ensure the proposal process follows Sierra Space standards and guidelines
- Ensure PM and proposal team are adequately trained and equipped to support and facilitate proposal success while further streamlining processes so that there is commonality and consistency across proposals
- Ensure Capture Managers are adequately trained to support the capture and proposal processes
- Support other Business Areas' proposals as requested and approved by the Senior Director, Proposal Management.
- Reinforcing necessity and usage of corporate proposal tools, team rooms; Improving integration of program proposal efforts with the business process
- Establishing new and further refining existing templates, tools and guidelines for continuous improvement of the proposal process
- Auditing proposal activities and establishing proposal performance metrics to identify areas within Proposal Management that might be targeted as improvement opportunities, recommending corrective actions
- Management of Proposal budgets
- Management of business intelligence, with integration into Enterprise systems
- Efficient and effective organization and management of Proposal Support electronic data systems in conjunction with IT personnel
Minimum Qualifications:
- Requires Bachelor's degree in a related field (or equivalent work experience in lieu of degree or Masters +6 yrs experience).
- Typically 8+ years of related experience.
- Extensive knowledge of proposal management relative to DoD, federal or state government and commercial programs; Working knowledge of Shipley proposal process is strongly preferred
- Must be energetic, highly skilled, and well organized, with a record of capture success in the marketplace
- An ability to simultaneously manage multiple proposals of all sizes from initial conception through final delivery including technical writing, editing and proposal and presentation production
- The ability to operate effectively in complex and fast-paced environments
- The ability to effectively build and lead multi-disciplinary, geographically dispersed teams; coordinating activities to meet schedules;
- Ability to train team members on the Sierra Space proposal development process; assist team in developing themes, identifying discriminators, and developing storyboards
- Knowledge of FAR/CAS compliance requirements
- Excellent communication skills, oral and written
- Outstanding interpersonal and negotiation skills with the ability to work successfully with internal and external customers at any level; demonstration of necessary personality and leadership skills to engage and motivate a diverse group of engineers, project managers, consultants and subcontractor
- Strong analytical skills and ability to interpret considerable data of a technical/programmatic nature in order to adequately drive proposal efforts;
- Extensive skills application in MS Office products and other software programs
- Certification by the Association of Proposal Management Professionals (APMP) as a Foundation (CF APMP), Practitioner (CP APMP) or Professional (CPP APMP)
Preferred Qualifications:
- Holding a current TS/SCI security clearance is preferred however, the ability to obtain/maintain a security clearance may be acceptable .
- Advanced degree in Business, Communications, English, or a related field.
- Extensive familiarity with government contracting and procurement processes.
- Experience with proposal management software and tools.
- Strong analytical and research skills.
- Ability to work independently and as part of a team.
- Attention to detail and commitment to producing high-quality work.
Compensation :
Pay Range:
$131,410.00 - $180,709.75
Your actual base compensation will be determined on a case-by-case basis and may vary based on job-related knowledge and skills, education, experience, internal equity and market competitiveness.
