Position Description:

VTS is seeking an experienced Program Controls Analyst 4 who will be responsible for supporting VTS programs in compliance with Program Finance and Earned Value Management System (EVMS) requirements, program implementation and execution. Responsibilities include but are not limited to: establishing and maintaining the program cost baseline, conducting Estimate at Completion (EAC) and variance analysis, applying EVM principles, and supporting the contract execution from award to closeout. Manage and perform analysis consistent with forecasts and identify risks and opportunities to the plan. Develop, analyze, and maintain EVM business logs and monthly deliverable reports. Responsibilities include Division-level FP&A tasks such as: forecast and track program Bookings, Revenue, Profit and Cash; as well as Estimating & Pricing duties. This position will report directly to the Program Controls Manager and will be located in Folsom, CA.

Responsibilities:

  • Act as business partner to program management and aid them in identifying, managing, and mitigating cost and schedule risks.
  • Establishing initial contract baselines and support Integrated Baseline Reviews (IBRs), when required.
  • Work with Program Manager, Control Account Managements (CAMs) and technical personnel to ensure basic principles of Earned Value Management are being applied to program management procedures.
  • Track subcontract status and material receipts, open commitments, and termination liability.
  • Prepare and maintain spend plans, develop and review Estimate at Complete (EAC), incorporate changes into the EVMS system in order to maintain cost and schedule baselines.
  • Support financial reporting and analysis activities in compliance with program requirements. Specifically, the processing of Integrated Program Management Reports (IPMRs), Contract Funds Status Reports (CFSRs), and yearly FlexFiles
  • Assist Control Account Managers (CAMs) with EVM activities including Work Breakdown Structures (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates; and variance analysis research and reporting.
  • Responsible for actuals reconciliation and facilitating/dispositioning budget change requests.
  • Incorporate contractual changes into control system by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.
  • Report and analyze business division results, highlighting key takeaways for management and executives, including identification of risks and opportunities.
  • Manage staffing, operating expenses, base forecasts, and investment requirements to ensure resources are in alignment with the company's strategic priorities.
  • Analyze root causes of variance and abnormalities and monitor each Division's performance.
  • Make timely, accurate and actionable financial recommendations to management utilizing scorecards, metrics and dashboards; highlighting trends, risks and opportunities, and anomalies based on financial and operational analysis.
  • Assist in the development of new business proposals.
  • Perform other job duties as needed.

Requirements:

  • 7 years of professional experience in business management or other related fields.
  • Bachelor's or Master's degree in Business, Finance, or other related discipline from an accredited college/university.
  • Working experience in the Aerospace & Defense industry, particularly with DoD.
  • Working knowledge and experience with EVM.
  • Working experience with FAR, DFARS, CAS and TINA.
  • Strong PC skills and proficient knowledge with Microsoft Office suite (Outlook, Word, PowerPoint, and Excel - pivot tables, VLookup, conditional formatting and other advanced functions).
  • Proven communication skills, both written and verbal.
  • Proposal and pricing experience
  • Ability to obtain a U.S. Government security clearance.

Preferences:

  • Proficiency with OPDEC IPM, Deltek, ForProject, Costpoint, and/or NetSuite
  • Accounting experience

Salary Range: $116,000.00 To $173,000.00 Annually
